Modern buildings have HVAC systems that use computer controlled air handlers to induce a preset number of air changes per hour.  In our building we have energy recovery heat exchangers to reclaim the energy from the exhaust air and use it to treat the incoming fresh air.  We also set and maintain relative humidity with a separate air handler that is tied into the main air trunks with duct valves.  This sort of system has been standard in other parts of the country for a decade and I cant believe it is not common practice to install on any new commercial construction.
