To satisfy smokers and non-smokers, I would suggest a place off the main street with an outdoor area, fenced off from public view. People could smoke, drink draft beer, play music -- not too loud, and not disturb the public. As hardshell baptists and CofCers go by they can imaigine the sin vicariously.
