That is SO easy to control. If a business (or lo9unge) generates "X" many fights, brawls, or general devilment, then they get to meet in front of a committee that will decide whether or not they get to keep their license.

Florence can put lounges on as short a leash as they want but give the kids (AND US OLD FOLKS) and nice place to go and have a DRAFT BEER.

Let the day belong to the old folks and the nights belong to the kids. It works wonderfully elsewhere. Why not here?

Why make the business or lounge appear before the committee... make the FIGHTERS appear before the committee...

Everyone entering an establishment that has rules and alcohol KNOWS that fighting HAS to be one of the rules... if they break it, THEY go before the committee. A business owner cannot watch every single person all the time.

Everyone who walks into the door of an establishment like that knows when they go into it WHAT it is, and WHAT can happen if they partake too much... so each person should be accountable for their actions.

That would be as bad as saying that if someone shop-lifts off of a store shelf, the store owner should be hauled in before a committee to see why, ... ...

Actually, your analogy is not the same type of circumstance. For the bar owner to go in front of the committee, they would have to have excessive trouble (fights) at their establishment. Hence, not controlling the crowd. That is the purpose, the fighters will have to face the police.
