YES and NO.

Yes, CO2 is about 1 1/2 times heavier than air, but it is not concentrated in pockets that would "sink". It is a trace gas of the atmosphere...less than 5% or less than 500 parts per million. It's molcules are mixed in with air's main ingredients:
oxygen and nitrogen. The only time it would collect at ground level would be temporarily from a source such as a volcano...but even then, it would be dispersed pretty quickly back into the atmosphere.
