no it is a failure of govt. employees. the unions. Plus the overload from congress with not thinking out the whole process. Trump nor any president can't control every aspect of govt. depts. Govt. employees are so protected that all they have to do is show up to work. By the way I have contacted my congress reps. dem or rep they avg. 6 months to respond with a form letter.
