If he felt his life was in danger, yes, I certainly do think it was justified. I'd say hundred of people storming the building where you're working, protecting Democracy... he probably didn't feel very safe. That crowd built gallows to hang the Vice President... no telling what they'd do to someone trying to protect him.
If she doesn't break the law, she's not in any danger.
