Yes. Many classes up into and including some high school classes are limited to under 20 (15,I think in lower grades). There are innovative ways to provide quality education with more students. Several years ago I worked in a local school system on a contract basis. Classes are too small. On many occasions only 10 students were present. I know sudents have discipline problems nowadays, but I taught 30 35 and most did quite well. My child was in a class of 40 and she is doing quite well. The state continues to mandate without support! BTW, the small classes have not alleviatd the discipline problems.
