I can find absolutely no reference to that statement, but even if it was uttered, having a right to something does not indicate it must, or even should be provided to you. You have the right to life, liberty and the pursuit of happiness. But no body or thing is required to provide them for you. They are yours if you can attain them for yourself.

Carter was president in 1980. Reagans 1982 speech didn,t mention what you stated.
