Aside from the job that Stoops has done at Kentucky since he is not a new (to the team ) coach Ill leave him out.  I believe that the best new (old) coach in the SEC has to be between Dan Mullen at Florida and Jim Fisher at Texas A&M.  Both school's players seem to have bought into the new coaches programs and both are definitely improved and trending upward with nothing but optimistic views of future seasons.  

Personally, I believe the top new (old) coach has to be Jimbo Fisher at Texas A&M because I believe with their future recruiting class and how the teams seem equipped this year I think Texas A&M will be the next SEC team to win a National Championship, other than Alabama.  Many think the next SEC Team to challenge for a National Championship will be Georgia, and they may be right, but I believe that Texas A&M certainly will be in a position to challenge all other SEC teams, particularly in the next year to three years in the future.  I also think that Jimbo Fisher will be the first of Nick Saban's assistant coaches to win against him and that win may well come next year but I have no doubt Texas A&M, as well as Florida, will continue to impress in years to come.
