I like Cain's idea of simplifying the federal tax code, but the notion of a federal 9 percent sales tax would not work, so long as states such as Alabama have heavy sales taxes.
State and local sales taxes, combined, in most Alabama counties range from 8 percent to 10 percent. Add the 9 percent federal sales tax, and most Alabamians will be paying from 17 to 20 percent sales tax on groceries. That is not fair to anyone, but especially to low-income people, who already spend a high percentage of their income on groceries.
That is a major flaw in this plan.
Today I pay 8.5% state and local tax on my groceries. The federal government takes at least 25% of my pay whether I spend a dime of it or not. Now explain again how I would be worse off with Cains plan.
Plus, 999 will require that you contribute 10% of your income to private firms for a retirement plan. Thats a mandatory 10%. So its really 9% + 10%, plus the sales tax.
And sales tax cant be financed, so buying a $200,000 house will now cost $18,000 more up front in down payment. That should put an end to the housing boom once and for all.
We are already required to contribute to Social Security so what's the difference? I would much rather be able to contribute to my own retirement account as opposed to some gov't run debacle of a plan.

Many obama supporters do not pay taxes, but feed at the cost of tax payers. Have you ever written a check to the IRS? Forty nine percent of Americans don't pay taxes. I wonder how many of that forty nine percent voted for the great one?
I would speculate 75% of the Obama supporters are the non-tax-paying voter. Andrew Wilkow of Satellite Radio has a cool term for them, but I can’t remember it right now.

What rich people don't pay taxes? There are all kinds of folks that don't pay taxes. What do you think is fair? I think everyone paying the same rate is fair. Anything other than that is redistribution of unearned wealth. To put it as simply as I can, if you opose a flat tax rate you must be a moocher. Nuff said.
As the top one percent pay 38 percent of the taxes, its assured they pay at significant amount. As I've shown, in times past, when the rich are taxed at exorbitant rates, they retreat into state and munie bonds (tax free) to preserve their wealth -- resulting in less revenue, although the rates are hgiher.
This has occcured for at least 80 years, but the regressives never learn.
