Clunkers eligible for the program must get 18 miles per gallon, or less, in combined city and highway driving.
However, cars that have not been insured for the past year or those that are older than 25 years are not eligible to be traded in for vouchers.....................................

They can do anything they want, just look at how they have nationalized banking and the auto industry. Of course the latter was a payout to the union leaders.

So someone replacing a 2008 V8 Escalade can get this...

and someone driving an 1991 Toyota Corolla with the bumper held up by bungie cords... can't.

Sounds like they're giving a tax break to rich people.

That's rather Republican of them.
