Gang members looking for their rivals shot and killed a 9-year-old boy because he yelled after seeing they had a gun, Chicago Police Supt. Garry McCarthy said Friday.

McCarthy announced murder charges against Derrick Allmon, 19, of the 7400 block of South South S****; Jabari Williams, 22, of the 1900 block of North Sycamore; and Michael D. Baker, 19, of the 8100 block of South Wentworth. Williams was also charged with aggravated unlawful use of a weapon without an FOID card.

After the press conference, Paris Denard, 19, of the 7300 block of South Dorchester, was also charged with first-degree murder, authorities said.

At Chicago Police Department Headquarters, McCarthy said the shooting of Antonio Smith could have been prevented. He also said Allmon, a documented gang member, pulled the trigger killing Smith.

“The shooter in this case, Derrick Allmon, was arrested for a firearm in 2012, plead guilty in March of 2013 and was sentenced to three and a half years in prison, yet was released on parole in August of 2013 and went out and committed this murder,” McCarthy said. “This didn't have to happen.”

Police said Allmon shot the child after detectives say the young boy alerted rival gang members that Allmon was nearby and armed.

McCarthy described the exchange, saying Williams handed the gun to Allmon and told him to shoot. Baker was driving one of the vehicles.

“Believing that Antonio Smith was yelling a warning to his intended victims, Allmon shot Antonio Smith multiple times wounding him fatally,” said McCarthy.

They were four to 10 feet away from Smith when the fatal shots were fired, McCarthy said.

McCarthy credited the community for coming forward to help identify the shooters. The gang members were well-known in the neighborhood, he said.

The gun used to kill Antonio was found Thursday in nearby sewer, McCarthy said. McCarthy said Chicago's murder problem is a gun problem, and the gun used in Smith's shooting originated in Indiana.

“The same firearm that was used to murder Antonio Smith was used in two other 

additional shootings so far this year, one of them being a murder,” said McCarthy.

McCarthy said there is absolutely no evidence that Antonio or anyone in his family had any gang affiliation.

His mother, Brandi Murry, said he had run out of the house because he was upset. She was on her way home from work that day when he called to ask his mother for a cupcake, and she said no.

Antonio got upset, Murry said at the time. And her 12-year-old son called back to say Antonio had fled the family's new apartment in the 1100 block of East 73rd Street.

Twenty minutes later, Chicago Police found Antonio behind a home in the 1200 block of East 71st Street. He had been shot multiple times, and died later at Comer Children's Hospital.

“He got mad because I didn't give him what he wanted,” Murry, 34, told the Chicago Sun-Times as she recounted the events that led to the death of the boy she called “Duke.”

Murry's 12-year-old son tried to chase Antonio when he ran away, she said. But the older boy wasn't wearing shoes and lost him. She said she also tried to search for her son, but she ultimately reported him missing at 4:08 p.m.

Smith is gone, but the outrage remains.

“We won't recover from this,” said Smith's father Kawada Hodges the day after Smith was killed.

“He was a good kid, he was a mama's boy,” said Murry.

Now, more than four weeks later over the phone, Smith's mother told FOX 32's Tisha Lewis that Friday was an emotional day but provided some sense of closure while sparking more questions.

“These individuals should have been in custody the night of this shooting or the next day. This shouldn't have went this long but my hat goes off to the Chicago Police Department who worked the streets,” said Andrew Holmes.

 

Cook County Judge Donald Panarese Jr. ordered all four men held without bond Saturday.

when you first posted the link, all you had to do was click on the 'youtube' at the bottom... it took you straight to the video. in the description it said 'sleeper 13 productions' was a collaboration of charter school kids. it seems the video has since been made private. so, to answer all the rt. wingnut insults and BS... THE CHARTER SCHOOL INFORMATION CAME FROM THE LINK POSTED BY THE O.P. ... imagine that, not knowing what's in the links you post. seems perfect for the rt. wingnuts. true to form.

Charter schools put out some fantastic ball teams. Check the state championships in Alabama and Tennessee. They recruit great athletics. Do you think a private company is gonna operate a school and intend to lose money on it? Read the sports section in the local paper.

I'm right about charter schools. However, I clicked on the web address above the utube video that turned private. It sent me to Sleeper 13 productions. I found out that the video was created by Rejina Sincic for Sleeper 13 Productions. It was called a public service announcement by a San Francisco  company. It was probably filmed partly in some school without permission. Before it was made private, it got 9 likes.

President Obama has continued the Executive Branch’s support of charter schools. In 2009, his administration revised the School Improvement Grants program and created the Race to the Top Program, an initiative that seeks to transform underperforming public schools into charter schools. Yet, charter school funding still lags behind funding for traditional public schools. On average, charter schools receive 70% of the funding public schools receive.

 

Charter Schools are schools of choice: choice to parents, students, teachers, and administrators. Parents and students get to choose to enroll in a school that may offer a unique learning environment, such as a school whose science classes are conducted in the field, or offer alternative learning methodologies, such as a specialization in arts education. Teachers and administrators have more authority to make decisions than most traditional public schools. Basically, these schools are free from many of the regulations that apply to traditional public schools.

How Charter Schools Work
 
In order for a charter school to work, they must have the following: a) the proper state legislation, b) a group of administrators to run the charter school and c) a state authorized managing entity (usually a board). To open a charter school, the administrators must first submit a charter school proposal to their state’s charter authorizing entity, which varies from state to state depending on the state’s charter law. Generally, four types of entities authorize charter schools: the local school board, state universities, community colleges, and the state board of education.
Admissions policies
 
The law states that all the charter schools must conduct fair and open admissions, and recruit all segments of the community they serve. However, problems arise when the number of students seeking admission is more than the number that can be admitted. In this scenario, many charter schools use a lottery system or keep waiting lists. The school charter will usually state explicitly how their registration process will be undertaken. Some charters will give preferential enrollment to the following:
 
       ·       Children of teachers or other employees of the school;
 
       ·       Students who have previously been enrolled at the school;
 
       ·       Siblings of current or former students;
 
       ·       Children that are considered to be academically at-risk;
 
       ·       Children of color, in order to reflect the racial/ethnic balance of the regular public schools in the area.
 
Tuition
 
Charters are not allowed to charge tuition, but are instead and funded according to the number of students enrolled, just like public schools are. States such as Alaska, Colorado, Minnesota, and New Jersey, receive less than 100% of the funds allocated to their traditional counterparts for the operation of public schools. In other states, like California, additional funds or loans are made available to them. In most states, charters do not receive capital funds for facilities. They are entitled to federal categorical funding for which their students are eligible, such as Title I and special education monies. Now, she may have gone to college and have a fancy degree, but the brain department ain’t precisely working. Now if a kid in real life decides to pull the same stunt, he is gonna face some serious charges. Let’s review what would happen in Florida:
