Well ... he is the head guy, you know, the person in charge. The person at top who bears the burden of responsibility.
No, seriously, that was at everybody else's swearing-in ceremony. Since he had already done it, he's showing everybody else how.
I remember thinking the same thing. Obama really does think everything is about him. This photograph says it all. Here I (Obama) am, with these other people.

Obama is blocking the face of Mongolian President Tsakhia Elbegdorj, no friend of the Chinese. One wonders!

That expalins the picture but the next paragraph made me laugh out loud.
From our position in the ballroom we watched at the event began and eight different world leaders took turns talking about the importance of having an open government. The most unusual aspect of this event was that at three different times, aides crawled behind the row of world leaders to pass notes to President Obama. I asked the White House what those notes were about but even though it was in an “Open Government” event, they declined to give me a read-out.
