Have seen that same car parked in a handicapped space at Wally World.

Yep. Unless there's an emergency, the Parking Police should be following the same rules as the general public.
There's a car is in the handicapped spot at the right, behind the sign, and the cop car looks like it's in the van space to the left of the spot. A "twofer".
Well, for one- That's a private parking lot, not a city street. I dunno if Parking authority has any jurisdiction there. (Maybe they do as far as handicapped spaces are concerned?).
Cops routinely have to break the law to catch offenders. They have the authority as far as I know.
(Makes sense, dunnit? I mean....How else they gonna catch speeders?)
He/she may have pulled in to the hashed area to write a ticket or check for offenders. The officer may not be more than 10 feet from the car. Not enough picture to tell the whole story.
They the police.....they do what they want, when they want, where they want. 
With the window on the car being down, it's a good chance the officer is in the car. The parking authority car isn't in the handicapped space, so who can tell what's going on.
Just for the record, I watched that car pull into that parking place. The cop , and older man, got out and was kinda wandering around in the general area. I made a special effort to check and see if he was handicapped, or had a handicapped mirror tag , just for my on curiosity, and he was not. Stopped going to my car, and walked back to take the picture.
It just occurred to me that that was a funny picture to take being how the "parking police" were (IMHO) parked illegally.
Well, if he was out wandering around he must have been looking at/for something. He may have been parked illegally, who knows, but he wasn't the one in the handicapped spot. The car next to his car was in the handicapped spot. Maybe he was checking their "credentials". You should have asked since you were so interested.
