Russian Prime Minister Vladimir Putin accused the United States Monday of living beyond its means "like a parasite" on the global economy and said dollar dominance was a threat to the financial markets.

"They are living beyond their means and shifting a part of the weight of their problems to the world economy," Putin told the pro-Kremlin youth group Nashi while touring its lakeside summer camp some five hours drive north of Moscow.

"They are living like parasites off the global economy and their monopoly of the dollar,"

"Thank god," Putin said, "that they had enough common sense and responsibility to make a balanced decision."

Charges of parasitism frequently applied to Soviet dissidents and refuseniks, many of whom were intellectuals. Soviet founder Vladimir Lenin used the term after the 1917 revolution to describe the czarist bureaucracy and army, which he targeted for liquidation. Under Joseph Stalin, who himself was denounced as a parasite by his doomed rival Leon Trotsky, parasitism became a crime punished by imprisonment, banishment to remote regions or death, a practice that continued until the Soviet Union's final years.

Stalin often referred to Jews as parasites, and many of those swept up by the periodic Soviet campaigns against parasitism were Jews. The best known was poet Joseph Brodsky, who was sentenced in 1964 to five years of internal exile. In 1987, he was awarded the Nobel Prize for literature.

Mr. Putin's remarks reflected apprehension in other capitals over weeks of political wrangling in Washington and its potential damage to a fragile global economic recovery. He previously has criticized the U.S. propensity to cover budget deficits with Treasury bills and bonds held by countries such as China and Russia.

Yes, the US must put its house in order.  However, I would remind Mr. Putin, gospodin Putin, that much of the early deficit was incurred to ensure that his dear departed Soviet Union did not achieve its goal of looting west Europe and extending the gulags with its accompanying million of zek slaves, along with millions in mass grave.  Putin, himself, was a member of the KGB surveillance battalions -- teams trained to round up all western leaders and civilian defense workers in Germany to extermination.  Having been such a worker, I took that threat rather personally.
