I highly suspect that any such bill passed into law would be severely challenged, especially by the ACLU. In this particular case I would have to agree with the ACLU. People will waste money regardless. If they are not able to manage their money because of the lottery they will spend their money on other wasteful things. By spending it on the lottery a good portion of their money is going back to the state already.
