So where in Florence did his happen?
i think this happened at a local bar... and if i'm not mistaken, wasn't the individual wearing his birthday suit - in public? and was trying to resist arrest once taken outside? how were the police thugging?
WH is just mad because they kept the person taking the video from getting the 'money' shot clearly. I guess WH didnt get his daily dose today.
It is called arresting/apprehending, NOT thugging. Naked people are difficult to subdue so from all indications electrical intervention was an excellent choice.

Actually the guy looks like he is confused. Resisting arrest would require some actual physical movement wouldn't it? Where did you see that?
Anyway...if FOUR officers cannot subdue an OLD MAN without weapons and striking him, they **** sure couldn't help you if the need arose.

I don't understand how you can assume the Florence PD did something wrong. There is a very intoxicated individual sitting on a bar stool naked and either drunk or mentally impaired. They tried to get him to get his clothes on and he is not responding to their request and then gets combative (according to WAFF). So what were they suppose to do? If the guy got tassered for no reason than prove it or shut up.
From what I could see from the "raw" video ... it just started recording again before the tazer was used. So, we don't know what his actions were before hand to warrant the decision to use the tazer. I've heard it mention that just disregarding the instructions of an officer (not even displaying physical movement) is considered resisting arrest. Not sure on that because I'm not an LEO. At any rate, the man was definitely drunk and naked - so he needed to be gotten out of there.

I wish they would tell us which bar in Florence this altercation took place. I tried to call WAFF but the woman that answered said I would have to call back tomorrow. I just can't imagine this poor soul was in his right mind and you have to pity him either way!
It happened at On the Rocks. Also, sources say the man has some sort of mental disability, which probably prevented him from understanding what was going on....

saw the video. it looked like it happened at OTR On the Rocks in downtown florence. I saw Ricatoni's across the street and the bar has that sidewalk chalkboard out front. I go there all the time

there was no reason to hit the guy in the neck like that.. could have killed him.. how would you explain that away? we killed a guy who wasn't resisting in any way.. that would have cost the city a million or 2.. this is thuggery, out of line punk cop stuff.. completely out of line and unnecessary.. the guy should sue
Cold Hard... I agree with you for the most part. He MIGHT have been resisting (in the eyes of the FPD) but hitting him like they did and "over tazing" him was uncalled for.
Anyone that comes into a bar and takes his clothes off has many problems. I feel extremely sorry for him and I hope he gets the help he needs. I am pretty sure that the Florence PD would not assult an innocent mans rights. He was probably being beligerant and needed to be subdued. I was not there so I am not going to make any assumptions.
They were right to apprehend him, but the officer who hit him in the neck should be fired. You can't allow that type stuff to go on. The man was naked and looked like at least 4 officers just standing around him when the officer struck him with something in the neck. This is an easy call, you have to make an example of an officer that does this. We have to trust and respect our police officers. This appears to destroy both.
That is probably a procedure to get him to the ground. Which one of you is a police officer who knows how the proper procedure. A forearm to the shoulder isn't going to kill anyone.
After looking at this video several times I believe that the cops had a reason to use force on this guy. I notice lately that citizens don't take the police seriously. When you hear words like "turn around and put your hands on your back, you are under arrest", you need to take this heart attack serious! It's not the time to run or do want you want. You are IN custody. If you don't listen then you pay a price. This is what you see in this video.
So, what you are really saying is that if someone doesn't listen...they have a right to beat some a**? The strike was uncalled for. Another officer appeared to have had the man's attention...they had other options available. Why strike him if they were gonna tase him? Why not use O.C. first? It's sloppy and pathetic police work.

Just to set the record straight...The officer that you saw striking him on the shoulder is a UNA officer, not a FPD officer and yes the tasing was justified and necessary...I overheard several people there commending the police for a job well done.

This is a stupid comment about O.C. spray..That would have affected everyone inside the establishment...Im sure some people would have had difficulty experiencing O.C.

I'm not familiar with the establishment, but once the lighting becomes better on the video it appears that they are outside near the entrance. Regardless, there was no need to strike then taser the man.

No one just watching that video is in any position to make any kind of definitive judgment about the conduct of the police. The video tells an incomplete story and any kind of confident and supposedly authoritative interpretation of the event based solely on the video is highly suspect.

OK. First a UNA officer attempted the brachial stun. That is taught at the academy. It is designed to disrupt the motor system and cause a temporary "stun." Second it is obvious that the video is edited. It clearly leaves out a portion of the incident once they exit. Third, without giving away too much he was emotionally disturbed. He took his clothes off before entering the bar and piled them neatly at the front door. If you have never struggled with an emotionally disturbed person you don't realize that in most cases they possess great strength. Do your research. And last, the taser is a "less than lethal" weapon. It was a drive stun application which is designed to encourage compliance. I have personally been drive stunned in both controlled environments and in actual fights while performing my job. To those of you who think it was excessive, you need to wake up. Police work can be unpleasant to the average person but this was textbook good work in preventing injury to all parties involved. The other options would have required much more force to subdue him.
I have heard seen some good things on here and some bad things. Most are Monday morning quarterbacking on what should have happened. The man has mental problems, and has had SEVERAL run ins with the police and is known for violent behavior. He did strip naked and go into OTR and sat at the bar and tried to order a drink. When officers arrived he was asked to come outside. Once outside he started fighting with officers, he was tazed with 3 cycles and finally became compliant. The man is fine, he is being treated for his mental illness and is clothed. All charges have been dropped because he needed to be treated for mental illness not sit in jail. Yes sometimes things look violent but sometimes certain actions are necessary to prevent serious injuries and so everyone can go home safe at the end of the night and in this case everyone did.
