thomaswayne, you are missing the whole point here, you have have proven many of my points, and there's no reason to take that tone. I know underground electric fences can be just as effective as other fences when used properly. My comment about a "real" fence meant any type of fencing that is effective, and by your own admission, this mans fence was not effective. It wasn't working properly, whether mechanically or because his dogs either weren't trained to stay inside or weren't wearing their collars, it really doesn't matter. They (the man, the city, and animal control) allowed these dogs to run for weeks, with complaint after complaint, and we also have the neighbors of a different person whose dogs were running loose day after day attend a council meeting to voice their concerns. The couple who is providing loving care for their animals and are able to contain them to their own property are being penalized. They already had a 3 animal limit in the city which they didn't enforce with the man. The law is outdated and should be repealed. People who can provide for more than three animals and vet and register them should be able to keep them. Would you agree? THAT is the point I am making here. Incidentally, yes, the little dog should have been on a leash, BUT, you may remember a similar case in Tuscumbia recently where a woman walking her little Yorkie ON A LEASH watched her lttle dog attacked and she was hurt as well. A leashed pet can get attacked, too, you know. What Sheffield needs to realize is that imposing a LIMIT doesn't mean the animals that meet the criteria are being cared for, or the animals that exceed the limit are not, and change the law instead of looking like fools in front of God and everybody. Sheesh. And, you all might like to know that it's ANY combination of three animals. Got four cats, or two dogs and two cats, or a bird and a cat and two dogs? Don't think you're safe just because you don't let them out. They even count a rabbit or a guinea pig in a cage, folks. Oh, and on that note, a pet rabbit is considered livestock on the Sheffield lawbooks and that's illegal for a whole 'nother reason. No livestock in the city limits. They WILL confiscate that bunny you gave your kids last Easter if they find out you have it. The animal lovers who live in Sheffield need to demand some action, quickly and loudly.
