The senate is still controlled by the dims.  Sorry, but any bill that imports democrats should not be passed.

I should have expected that answer

I think I have already posted this, but here goes again. If the right wing and left wing on a bird fights, the bird can't fly and has to walk. Government is a lot like that if the sides fight and never work together, nothing gets done

It's an informal rule that a majority of the majority party is needed to bring legislation up for a vote. Supposedly it is the more democratic way of addressing the wants and needs of the caucus. Sometimes the Speaker will break the rule as a last resort to avert shutdowns or other immediate problems.
